    I think it's important to put economic pressure on what the regime really cares about. They need revenue, and if we can limit that, that might be economic pressure. So I think that's where the administration will likely go. I don't think the Congress or the American people would support a return to full-scale warfare.

    Burns is a former US ambassador to NATO under President George W. Bush, and he led negotiations on Iran's nuclear program. He spoke to NPR as Iran laid to rest the late supreme leader, Ayatollah Ali Khamenei. Khamenei was killed in the opening strikes of the war. Huge crowds turned out for his burial in his hometown in northeast Iran, which came as the US and Iran exchanged fire for a second day. Iran's health ministry says at least fourteen people were killed by the US airstrikes and nearly eighty others wounded. Mexico will request criminal charges from US prosecutors relating to the deaths of its citizens in the US, coming two days after immigration agents fatally shot a Mexican national in Houston.
