    Live from NPR News in Washington, I'm Windsor Johnston. [crowd clamoring] Scenes of chaos across the capital of Venezuela this morning after powerful back-to-back earthquakes struck the northern coast of the nation last night. Emergency crews in Caracas have been working through the night, pulling survivors from the rubble of collapsed buildings. Journalist Vanessa Silver described the first moments after the first quake struck the capital.

    Here we can see the rescue labor. There is machinery from the government. There is people removing part of the concretes. There's still not news from survivors of this building at this, at this moment in the city of Caracas after the massive earthquake. At least seven states are affected. The government declared a state of emergency.

    At least one hundred and sixty-four people were killed in the earthquakes. More than nine hundred others suffered injuries. Lebanon's military could take over territory in southern Lebanon, now controlled by Israel, under a pilot plan being discussed in Washington. Israel seized the territory during fighting with Hezbollah. NPR's Carrie Kahn reports the Iran-backed military group is not part of the discussions.
