Keir Starmer is resigning as UK's prime minister. He made the announcement outside 10 Downing Street last hour. His chief rival, Andy Burnham, won a crucial parliamentary by-election Friday. That clears the way for a direct leadership challenge. Starmer's polling numbers have tumbled. He could not recover from the vetting scandal around Peter Mandelson and the cost of living crisis. A new leader is expected to be in place by September. Starmer is the sixth British prime minister to step down in the past seven years.
